Abstract

Road safety management in Bandung City involves several agencies, yet technical capacity to identify accident-prone locations and to inspect existing roads is not evenly distributed among them. This community service activity aimed to introduce Road Safety Inspection (RSI) and accident-prone location management to cross-sector stakeholders and to set out how the two approaches can be combined. A one-day workshop was held on 20 October 2026 in Bandung with the City Transportation Agency as host, attended by 40 participants from 11 agencies covering road infrastructure, transport and police, development planning, and supporting sectors. Two sessions combined lectures, case studies, and discussion: accident-prone location analysis (accident frequency, accident rate, equivalent accident number with upper control limits, Z-score, and CUSUM) and RSI (procedure, risk scoring of infrastructure deficiencies, and an introduction to the Hawkeye 2000 survey system). The outputs were a comparison of identification methods, a description of RSI risk scoring, and an integrated workflow linking reactive crash-based analysis with proactive inspection. Learning gains were not measured because no pre-test or post-test was administered. The activity is therefore reported as an introduction to these methods, and a follow-up evaluation and field mentoring are proposed.
